Daphne Council Held Public Hearing on East Fish River PUD Narrative Modification
Monday's agenda paired a public hearing on changes to the East Fish River planned unit development with a first reading of an ordinance that would amend the project's governing narrative. The site sits 500 feet northeast of County Road 64 and Dixon Lane.
The Daphne City Council on Monday held a public hearing on a proposed narrative modification to the East Fish River planned unit development, then introduced a first-reading ordinance that would carry the change into the city code.

According to the agenda, Item 2.D is listed in the proclamations and public hearings section as "PUBLIC HEARING: East Fish River PUD Narrative Modification." Later in the same meeting, Item 13.A introduces Ordinance 2026-12 — "an Ordinance to Amend the Text of the East Fish River PUD Narrative for Property Located Five Hundred Feet Northeast of the Intersection of County Road 64 and Dixon Lane."
The agenda does not describe what specifically the narrative modification would change. A planned unit development's "narrative" is the governing document that sets out permitted uses, density, setbacks, landscaping requirements and other site-specific standards for the project; amending it generally signals that the developer or the city is adjusting one or more of those standards as the project evolves.
A first reading is the initial procedural step for a city ordinance. Under the council's standard practice, ordinances are not adopted on first reading; a second reading and council vote would be required at a subsequent meeting before the amendment takes effect.
Public hearings on PUD narrative modifications are open to comment from Daphne residents. The meeting began at 6 p.m. at City Hall, 1705 Main Street, and the full agenda is available on the city's public meeting portal.
