Spanish Fort Council Took Up Rezoning of Highway 31 Parcel from Residential to Industrial
Spanish Fort's City Council on Monday considered Ordinance No. 738-2026, which would rezone about 1.5 acres at 11699 U.S. Highway 31 from single-family residential to light industrial. The Planning Commission, which held its own public hearing May 11, recommended a commercial designation instead.

The Spanish Fort City Council on Monday took up Ordinance No. 738-2026, which would change the zoning classification of a parcel at 11699 U.S. Highway 31 from R-1, Single Family Low Density Residential District, to M-1, Light Industrial District, listed under New Business on the May 18, 2026 meeting agenda.
The property carries tax parcel number 05-32-06-24-0-000-048.000. The ordinance text in the meeting packet states that the property owner requested the reclassification to M-1. However, when the city's Planning Commission held a public hearing on May 11, it voted to forward a positive recommendation for B-4, Major Business District — a commercial classification — rather than the M-1 industrial designation the owner sought. The council was not bound by the planning commission's recommendation.

The legal description attached to the ordinance places the parcel's northern boundary roughly 73 feet north of the U.S. Highway 31 right-of-way line and describes a lot approximately 209 feet wide and 312 to 313 feet deep — about 1.5 acres. A site map is attached as Exhibit 2 to the ordinance.
If adopted, the official zoning map would be amended to reflect the change from R-1 to M-1, opening the property to light industrial uses permitted under Ordinance No. 51-96 as amended. Any ordinance previously adopted by the council that conflicts with the new ordinance would be repealed to the extent of the conflict.
