Spanish Fort Council Took Up Change Orders That Would Bring Valor Park Project to $2.02 Million
Two change orders for the Valor Park construction project came before the council Monday. Change Order No. 1 was a no-cost schedule extension due to an ALDOT permit delay; Change Order No. 2 would add $45,914.58, bringing the total contract to $2,020,869.08.
The Spanish Fort City Council took up Resolution 1597-2026 on Monday, which would approve two change orders for the GOMESA-funded Causeway Site Improvements project at Valor Park, according to the May 18, 2026 City Council meeting agenda and the meeting packet.

Change Order No. 1, dated February 2026, extended the project timeline at no additional cost due to a delay in obtaining an Alabama Department of Transportation permit, according to the packet.
Change Order No. 2, dated March 2026, adds $45,914.58 to the contract. The packet states the adjustment reflects additions for grading activities and ADA ramp paving, partly offset by deductions for concrete flumes, swales, spillways and pavement striping. With the change, the adjusted contract total would be $2,020,869.08.

The resolution, which lists the work under GOMESA Project No. G-SFHOP/19/SF, authorizes Mayor Brad Bass to execute the change orders and takes effect immediately on adoption. The project is being carried out by APAC-Alabama Inc., with engineering by Goodwyn Mills Cawood LLC, the packet states.
The funding comes through the Gulf of Mexico Energy Security Act, the 2006 federal law that directs a share of offshore oil and gas revenue to Gulf Coast states — Alabama, Louisiana, Mississippi and Texas — for coastal projects. Spanish Fort sits at the eastern end of the Causeway, where Valor Park is being built.
